A former organization of the Public Health Bureau was called Ro-Don Branch, Yuan of Health, Taipei County. It was established on January. 20, 1947. On January. 1, 1949, it was reformed the Ro-Don Model District Public Health Center. In September. 1950, the Government promulgated the "Administrative Division Reform Plan" in which Yilan County was established, Bureau was also was founded in the same year on The entire title was the Yuan of Health, Yilan County. There was one superintendent, 19 staff members, four sections, a personnel department, an accounting d epartment and seven labs. It stayed this way until 1961. on July 1, 1961, according to law it was reformed into the Bureau of Health, Yilan County. In the Bureau, there was one director, 27 staff members, six sections, a personnel department, an accounting department, a lab and a safety division. As t time passed and society gradually progresses, the work of the Public Health Bureau transformed along with. According to the needs of the public, the Bureau was expanded to sevens. Additionally, there were now four offices: General Affairs Office, Personnel , Accounting. and Civil Service Ethics. The number of staff members also increased to 52 persons. Currently, upon the request of organizational restructuring, the sections of the Bureau have been restructured into the: Disease Control, Health Planning, Medical Affair, Community Health, Laboratory. and Food and Drug Safety. In addition, the affiliated Tuberculosis (TB) Control Center was renamed the Chronic Disease Control Center; The director of the center is served by director-general concurrently.
In order to achieve the aim of providing good health for all, the Bureau worked on building up a high quality healthy environment and became devoted to promoting the medical and health level for Yilan County. In addition to meeting the citizens' needs by making localized health policies, it has also integrated community resources to promote health education. The Bureau moved toward the goals by following the administration plans. The Bureau implemented plans based on providing better quality of service with the belief of enhancing administrative efficiency. The "Great United Auditing Program " emphasizes protecting the rights of customer in advance: The Bureau is strengthening the management mechanism of mobile circuits and going down to grass-roots units in order to implement united auditing. This is promoting quality and efficiency for the objective of total management and healthy citizens. 4.UIsing the "Mobilization Mechanism for Controlling Communicable Disease" to strengthen communicable disease surveillance: This program aims to strengthen the timing of doctor reporting, surveillance of communicable disease, improving health education, promoting medical and disease control professionalism, and executing every preventive measure accurately to prevent the propagations of communicable diseases. 5. Integrating medical services to a "New Century Medical Network" : This program aims tot establishing quality health teams to provide two-way communications, professional medical and nursing care and holistic care for our fellow citizens. 6. Constructing a user friendly e-health information system for citizens: This system aims at constructing and integrating medical and health information system in Yilan County as an information exchange and as a sharing hub. It also provides complete health reporting functions for citizens. and provides health-related services on-line.
